Under the Empire Egypt was administered by an unlimited bureaucracy, at the pinnacle of which, accountable to the king, was the vizier, or generally two viziers, one for Upper Egypt, the opposite for Lower Egypt (by which case the previous, stationed at Thebes, had the precedence).
